This is to keep the top-level directory clean, to make it clear what is
core and what is a port, and to allow the repository to grow with new ports
in a sustainable way.
This provides time and sleep together with the usual ticks_us/_ms/_diff
and sleep_us/ms family.
We also provide access to Zephyr's high precision timer as ticks_cpu().
